EFT Bureau, New Delhi: The Minister of Railways, Mr. Pawan Kumar Bansal inaugurated the 10th Annual Day Celebrations 2013 of Rail Vikas Nigam Ltd. (RVNL), a PSU of Ministry of Railways on April 12, 2013. Also present among others on the occasion were Chairman Railway Board, Mr. Vinay Mittal, Member Engineering Railway Board, Mr. Subodh Jain and Chairman & Managing Director, Mr. Satish Agnihotri. Railway Minister also presented trophies to select RVNL employees for their spectacular achievements.
Rail Vikas Nigam Ltd. (RVNL), a Public Sector Undertaking (PSU) under Ministry of Railways, was created with the twin objectives of raising extra budgetary resources and implementation of projects relating to creation and augmentation of capacity of rail infrastructure on a fast track basis. The Company was incorporated on 24th January 2003 and became fully functional with the appointment of all Directors of Board by March 2005.
Speaking on the occasion, the Railway Minister, Mr. Pawan Kumar Bansal said that it is indeed commendable that within a short period of time, RVNL has grown into a Company with a turnover of over Rs 2100 crore and a major provider of rail infrastructure in the country. This has been achieved with a lean organization of 375 employees, indicating a high level of productivity, which needs to be emulated. He said that this PSU provides a paradigm of an ideal PPP route for executing railway projects. He said that RVNL has been managing its resources and finances very efficiently to achieve targets, which is remarkable. Mr. Bansal said that RVNL has successfully undertaken several capacity augmentation works of newline construction, doubling and third line, gauge conversion, electrification, port-connectivity and of workshops across the country.
The Minister said that due to significant railway infrastructure constraints, the share of traffic being moved by roads has been steadily increasing at the cost of the Railways. The Railways share has come down from 86% level to present 36% level. The Minister emphasized that Railways will have to focus on creation of additional line capacity and railway infrastructure and RVNL can play a significant role in this. He said that the RVNL has established project specific five SPVs which have generated substantial revenues with only a limited contribution of equity by Indian Railways. The Company will now have to explore possibilities of further investment from critical stakeholders as well as private funding. The Minister also said that there is need to develop innovative strategies to enhance revenue schemes and tap extra budgetary resources to augment capacity of the network. The Railway Minister stressed on the need to transfer more works for execution to RVNL for their fast track implementation.
Referring to the social work activities undertaken by RVNL, the Minister said that it is heartening to know that RVNL is committed to the cause of Corporate Social Responsibility and the Company is implementing health and education related projects for the local communities in backward areas of the country. Such initiatives will also facilitate the process of project execution in disturbed areas. The Railway Minister congratulated the award winner employees for their tremendous contribution to the performance of RVNL during 2012-13.
Speaking on the occasion Chairman Railway Board, Mr. Vinay Mittal said that the projects by RVNL were executed flawlessly and commissioned in a smooth and professional manner with meticulous planning. He said that the completion of the infrastructure works by RVNL, since its inception have improved the throughput of the system and contributed substantially to the additional loading and revenue earning capacity of the railways. Mr. Mittal advised that RVNL volunteers its expertise and build partnerships with organizations such as SAIL, Coal India, ports etc. who are developing plans for creating additional rail linkages. Mr. Mittal said that RVNL, as mandated by the Government to adopt the PPP route for railway projects has established five SPVs upto the end of 2012-13, the total earning accrued to Indian Railways from two fully and one partly operational SPVs is about Rs 16,260 crore with an investment of only Rs 224 crore by Indian Railways. He assured RVNL of continued support of Railway Board and the Zonal Railways to ensure fast track completion of projects by RVNL.
In his speech, Member Engineering, Mr. Subodh Jain said that on the physical front, upto 31st March 2013, RVNL has completed a total of 4635 km of project length. This includes 194 km of New Lines, 1123 km of Doubling, 1590 km of gauge conversion, 1728 km of Railway Electrification works. Two workshops have also been completed. Some of the important projects that have been completed include the longest rail bridge in the country at Kochy, linking the main land with the newly developed International Container Terminal at Vallarpadam, six important bridges in Orissa (including three over the mighty Mahanadi), Aligarh-Ghaziabad third line, Tiruvallur-Arakonam third line, gauge conversion projects such as Bhildi-Samdhari, Delhi-Rewari-Phulera-Ajmer, Thanjavur-Villupuram gauge conversion etc. Mr. Sobodh Jain said that RVNL has been able to realize these achievements with only a limited manpower and the main reason is the adoption of systems and procedures to improve productivity, innovative tendering processes, such as floating of composite tenders covering all civil, electrical and Signalling &Telecom works with multi packaging. Mr. Jain also informed that the Department of Public Enterprises has rated RVNL as “Excellent” for the second consecutive year in 2011-12. RVNL is implementing projects by awarding composite contracts on turn key basis as per international practices and standards, he added. Mr. Jain said that RVNL is conscious of its Corporate Social Responsibility (CSR) also and is playing a significant role to the communities in which its projects are located in backward districts of the country. The CSR projects include provision of hostel facilities for tribal boys in Narayanpur, Bastar, education and development of under privileged differently-abled children in Kolkata, provision of ambulances in various backward districts and supporting delivery of health care services.
Chairman and Managing Director, Mr. Satish Agnihotri in his welcome address said that on Independence Day of 2002, the then Hon’ble Prime Minister of India announced the “National Rail Vikas Yojna”, which was subsequently launched in the same year on 26th December. To implement this programme, Rail Vikas Nigam Limited was incorporated in 2003. Mr. Agnihotri said that since inception RVNL has completed a number of important projects and during 2012-13, RVNL has contributed about 40% of the doubling and 35 % of the railway electrification works done by Indian Railways. The construction of DMU factory at Haldia was also completed in a short period of 15 months. The metro works in Kolkata are also progressing well. Work on fixing of the alignment for the new line between Rishikesh-Karanprayag, in consultation with international consultants and IIT/Roorkee, is in an advanced stage, Mr. Agnihotri added.
On this occasion different kinds of shields were presented which included Best Project Unit Workshop, Best Project Implementation Unit for Signalling Works, Best Project Implementation Unit for Railway Electrification, Best Metro Project, Maximum Expenditure on Projects During 2012-13, Best Project and Best Project Unit.
A ballet depicting the story of Karna, the legendary hero of Mahabharata presented by Mr. Ram Bhartiya Kala Kendra was also staged on the occasion.
